M-PESA is active in Ethiopia

The National Bank of Ethiopia lists Safaricom Ethiopia's M-PESA as a commercialized payment instrument issuer under licence NPS/PII/003/2023. Safaricom reported 5.2 million M-PESA customers for the financial year ending March 2026.

These facts establish that the wallet is real and active. They do not establish that a particular betting merchant is approved or that Aviator deposits are available.

Wallet approval and operator approval are separate

M-PESA is regulated as a financial service by the NBE. Betting operators were regulated separately by the Ethiopian Lottery Service. A payment-provider licence cannot replace an operator licence.

Any page claiming 'M-PESA Aviator Ethiopia' must therefore prove both the payment route and the operator's current authority, not simply display the M-PESA brand.

The December 2025 measure affected gateways

The ELS revocation notice ordered licensed betting organisations to stop deposit-gateway services and directed payment issuers and systems to block betting-related transactions. A previously working M-PESA bookmaker flow may consequently be unavailable even while ordinary M-PESA transfers work normally.

Check a proposed M-PESA payment safely

Initiate payments only inside the official M-PESA app or Safaricom flow. Read the business or recipient name before entering the PIN. Do not use Send Money to pay a personal number supplied by an agent, and never approve repeated push requests you did not initiate.

  • Match the merchant to the operator's legal name
  • Reject unexplained STK or approval prompts
  • Never reveal the M-PESA PIN or one-time code
  • Keep the official receipt and operator reference

Do not confuse Kenyan and Ethiopian instructions

Many Aviator guides copy Kenyan Paybill, KES limits or Safaricom Kenya steps into Ethiopian pages. M-PESA Ethiopia is a separate market using ETB. A Kenyan Paybill number is not evidence of an Ethiopian operator connection.
